The Wilmington Star-News found Congressman McIntyre to be "the most powerful and effective leader" in a leadership survey of more than 300 area leaders. Not only was Rep. McIntyre tops among governmental and political leaders, but he also ranked first among all leaders, including civic and business leaders.

Congressman McIntyre was educated in the public schools of his hometown of Lumberton, North Carolina. A Morehead Scholar, he graduated Phi Beta Kappa from the University of North Carolina at Chapel Hill with a Bachelor's degree in political science, and went on to earn his Juris Doctorate in 1981. During his senior year of college, he was presented the Sullivan Award by the university chancellor for "unselfish interest in the welfare of his fellow man.

In Congress, Representative McIntyre serves on the House Agriculture Committee and the House Armed Services Committee where he fights to protect our farm families and to support our servicemen, servicewomen, and military retirees. He is one of the founding Co-Chairmen of the Special Operations Forces Caucus. Committed to the people he serves, McIntyre has been an ardent defender of our senior citizens, a strong advocate for health care and education improvements, and a leader in law enforcement issues. McIntyre is Co-Chairman of the Coalition's Task Force on Business and Technology.

Representative McIntyre was chosen by his colleagues to co-chair two important task forces: the House Rural Health Care Coalition and the Congressional Task Force on Fatherhood Promotion. Congressman McIntyre was the only Member of Congress in the U.S. House to be chosen for the National Rural Health Care Association's Legislative Award in 2003 for his leadership on the health issues. Additionally, McIntyre is a member of the Blue Dog Coalition, a group of "solution-oriented conservative Democrats."
